Plans for a mosque date back to 1839, when Mikhail Vorontsov, Governor-General of Novorossiya and Bessarabia, established a Muslim community on the outskirts of Kerch. Construction was postponed between 1839 and 1850 because of a shortage of funds, and the mosque was completed in 1850.
