According to Shia belief, Ruqayya bint Husayn was the youngest daughter of Imam Husayn ibn Ali. She is said to have been present at the Battle of Karbala, to have died afterwards in Damascus, and to have been buried in a ruined site near the palace of Yazid ibn Muawiya.

During the Ayyubid period a shrine chamber (rawda) was built around her grave. Over the following centuries a succession of buildings was raised over the burial place. The shrine was renovated for the first time in 1125 AH, again in 1323 AH, and most recently in 1399 AH.
