The building belongs to Zand-era architecture and was commissioned by Karim Khan Zand. The word vakil means regent or deputy, the title borne by Karim Khan, founder of the Zand dynasty. He made Shiraz his seat of government and had many buildings and mosques constructed there, of which this is one. The mosque is inscribed on the Iran National Heritage List.
