The centre was officially opened on 16 November 1996. The ceremony was attended by Sheikh Mohammed bin Rashid Al Maktoum, ruler of Dubai, and by the President of Ireland at the time, Mary Robinson. The foundation that funds the centre is named after the ruling family of Dubai.
Before relocating to Qatar, the International Union of Muslim Scholars, led by Sheikh Yusuf al-Qaradawi, had its headquarters at the ICCI. According to the Irish Times, the centre has around 20 staff, mostly of Arab origin, who are full-time employees of the Al Maktoum Foundation.
Der European Council for Fatwa and Research (ECFR) hat hier seinen Sitz.
